This issue happens when the primary display is set to a phantom display, usually with the resolution of: 1024x768.

Try the following workaround:

  1. Right-click the desktop and select Change Desktop Background.
  2. On the System Settings screen, select All Settings.
  3. In the Hardware section, select Display settings. You should see a phantom display set as the default.
  4. Disable the phantom display which enables the correct display, via HDMI or DisplayPort, to work as intended.
